Naomi Wolf discusses the ten steps that have been historically used to close down an Open Society:

1.) Invoke a terrifying external or internal Enemy.
2.) Create a "Gulag" where detainees can be held in a "Legal Limbo" outside the Rule of Law.
3.) Develop a Thug Caste to impose "Homeland Security."
4.) Set up an Internal Surveillance System that monitors all civilians.
5.) Harass citizens' groups.
6.) Engage in arbitrary detention and release.
7.) Target key individuals who did not "toe the line."
8.) Control the press.
9.) Assert that "Dissent equals Treason."
10.) Suspend the Rule of Law.
